Trouble adding custom armor to NPC's

Like the title says, I'm having trouble adding custom armor, specifically Redrob's Combat Suit Uniforms to K1 NPCs. I've edited the utc files with K-GFF but the end result is NPCs wearing default civilian clothes instead of the armor. All the relevant files from the mod are in the Override folder. Also, placing the armor in containers works without a problem.

Can anyone help?
